Now a word from the man himskelf, er, himself!
"I chose the Pen-name 'Skelf-' for a particular reason; it's an old Scots word, the name of a small sliver of wood that slips beneath the skin (usually the fingers), and is both painful and irritating out of all proportion to its size.

 

That's what I hope to do to the targets of my cartoons, get beneath their skin and irritate the Hell out of them."
